Focusing specifically on the dangers of arc flash accidents, the NFPA, along with the Occupational Health and Safety Administration (OSHA), is mandating and enforcing safer electrical work practices. NFPA 70E Requirements
110.1 (K) Auditing
(1) Electrical Safety Program shall be audited at intervals not to exceed 3 years.
(2) Field work shall be audited at intervals not to exceed 1 year.
(3) Lockout/Tagout Program and Procedure shall be audited at intervals not to exceed 1 year.
(4) The audits shall be documented.
110.2 Training Requirements
(A) Electrical Safety Training shall apply to employees exposed to an electrical hazard to understand the specific hazards, safety-related work practices and procedural requirements.
(B) Lockout/Tagout Procedure Training - shall apply to employees involved in or affected by lockout/tagout procedures.
(C) Emergency Response training
(1) Contact Release
(2) First Aid, Emergency Response and Resuscitation
(3) Training Verification - shall be annually verified and current
(D) Employee Training
(A)(1) Qualified Person shall be trained and knowledgeable in the construction and the operation of equipment or a specific work method and be trained to identify and avoid electoral hazards.
(a) Shall be familiar with proper use of special precautionary techniques, applicable electrical policies and procedures, PPE, insulating and shielding materials, insulated tools and test equipment.
Additional skills and techniques: (General):
Limited approach boundary, distinguish exposed energized parts from other parts, determine nominal voltage, Approach distances. Decision making process to: Perform the job safety planning, identify electrical hazards, assess the associated risk and select risk control methods from the hierarchy in 110.1(H)(3)
(e) Employee shall be trained to select a test instrument and shall demonstrate how to use a device to verify the absence of voltage.
(f) The employer shall determine through regular supervision or inspection conducted on at least an annual basis that each employee is complying with the safety-related work practices required by this standard.
(A)(2) Unqualified Persons shall be trained in and be familiar with any electrical safety-related practices necessary for their safety.
(A)(3) Retraining not to exceed 3 years or annual inspection indicate that the employee is not complying with the safety-related work practices.
(E) Training Documentation shall be made when the employee demonstrates proficiency in the work practices involved.
