Performing service or maintenance on de-energized electrical equipment poses far less risk to personnel and property. But the planning, scheduling, de-energizing and verification steps required mean that the entire process should always be carried out by an experienced licensed professional who can ensure and certify that every step is completed with precision. Failure to do so can result in catastrophic loss of human life and production equipment.
The Occupational Safety and Health Administration has laid out specific procedures for both energized electrical work in standard 1910.269(l) and for de-energized work in standards 1910.269(d) and 1910.269(m).
Aside from following all OSHA procedures to the letter, it is extremely important to ensure that only workers who are fully qualified and experienced carry out such service.
